History


2014
- Established after reorganization of the Ministry of Oceans and Fisheries
- Pilot operation began with distant water fishing vessels operating in West Africa
- Officially launched with a flag hanging ceremony
- Full operation started covering all Korean flagged distant water fishing vessels
- Became an official member of IMCS Network

2015
- E-Reporting System (ERS) and Fisheries Information
- Management System(KFIMS) implemented

2016

Organization


 

Responsibility

 - Conducting real-time monitoring and releasing IUU fishing alerts
 - Preventing illegal fish from flowing into the market by controlling transshipment and landing
 - Cooperating with the international community to strengthen MCS capabilities for the eradication of IUU fishing
 - Ensuring proper functioning of VMS onboard and maintaining vessel track data
 - Operating the Fisheries Monitoring System (FMS), E-Reporting System(ERS), and Korean Fisheries Information Management System (KFIMS)


Function and Role

Fisheries Monitoring Center is in charge of monitoring the activity of approx. 260 Korean distant water fishing vessels 24/7. Comprehensive database including fishing authorizations, catch data, licenses, IUU lists, transshipment/landing, and quota exhaustion are incorporated into the FMS in order for monitoring agents to conduct data analysis and risk assessment. Any transshipment must be authorized by the FMC to be carried out. The FMC shares catch-related information with relevant organizations, and also provides such data to vessel operators so that they can access their own vessels’ catch data. As an MCS focal point in Korea, FMC is committed to eradicating any possibility of IUU fishing by taking a precautionary approach.


Operation Process


 


Fisheries Monitoring System (FMS)

Fisheries Monitoring System (FMS) is designed to receive VMS messages from all different satellite systems (Inmarsat, Argos, iridium, etc.) on an hourly basis. When necessary, the frequency can be reduced to one minute, allowing for more targeted monitoring.

The FMC conducts routine monitoring of vessel tracks and their movement. Upon detection of any suspicious movement,  the FMS creates automatic alerts so that monitoring agents can take preventive actions against IUU fishing.

 

Electronic Reporting System (ERS)

 - Enhanced system reliability with daily catch reports
 - All-in-one system for data analysis and risk assessment

Enhanced Fisheries Monitoring Operations

- Advanced functions of the FMS (crosschecks with a satellite AIS)
- Intensive monitoring of high risk vessels and areas
- Compliance monitoring (conservation measures, terms and conditions of fishing licenses)

- Integrated reporting system encompassing all reporting requirements of coastal states and RFMOs

- Building networks and sharing information with coastal States and RFMOs
- Close engagement in International MCS Network
- Education and training programs for the Industry stakeholders
